Provides that 1.79% of specified income tax collections and 1.81% of specified net revenues realized under use and occupation tax collections shall be deposited in the Teach Illinois Fund that is created in the State Treasury. Provides for allocation of moneys in the Fund by the Department of Revenue to school districts based upon their average daily attendance as determined by the State Board of Education and certified by the State Superintendent of Education to the Department of Revenue, and for distribution of the amounts so allocated to school districts by the State Board of Education. Requires school districts to deposit moneys distributed to them from the Teach Illinois Fund in a separate school district fund to be used for employing and paying the compensation of additional classroom teachers or, under certain conditions, for paying expenses incurred to provide further training or continuing education or both for its classroom teachers. Provides for random audits by the State Board of Education of school districts to determine that allocated moneys are used solely for authorized purposes. Provides that school districts that are certified by the State Board of Education to have violated statutory provisions limiting the use of those funds by districts are ineligible to receive future allocations and distributions from the Teach Illinois Fund for one year. Allows districts to elect not to receive distributions from the Teach Illinois Fund.
