Provides that a surcharge for use of a terminal may not be imposed if the transaction does not affect an account held by the consumer with the owner or operator of the terminal and the transaction is conducted through a national or regional electronic banking network. FISCAL NOTE (Office of Banks and Real Estate) There would be no fiscal impact from HB-527. HOUSE AMENDMENT NO. 1. Provides that the prohibition on surcharges applies only to transactions conducted at a terminal owned or operated by a financial institution. Prohibits only the financial institution from assessing a surcharge.
