Further amends the Illinois Vehicle Code in a Section dealing with intermodal trailer, chassis, and safety, by redefining "equipment provider". Provides that if the equipment provider fails to reimburse the operator within 30 days, the operator has a civil cause of action against the equipment provider. GOVERNOR'S AMENDATORY VETO MESSAGE Recommends that the bill be amended to provide that the operator has the duty (rather than the right) to inspect the vehicle; to pro- vide that the operator is entitled to reimbursement for only those fines related to equipment defects specified in this Section; to eliminate language providing that the operator is entitled to reim- bursement of fines and expenses relating to a citation "whether the operator is found guilty or not"; to provide that the Section is not to be applied, construed, or implemented in a manner inconsistent with or in conflict with federal safety regulations; and to change the effective date from January 1, 2000 to July 1, 2000. 99-02-18 H FILED WITH CLERK 99-02-18 H ADDED AS A JOINT SPONSOR WAIT 99-02-18 H ADDED AS A JOINT SPONSOR ZICKUS 99-02-18 H FIRST READING 99-02-18 H REFERRED TO HOUSE RULES COMMITTEE RULES 99-02-24 H ASSIGNED TO COMMITTEE TRANSPORAT'N 99-03-03 H DO PASS/SHORT DEBATE 029-000-000 HTRN 99-03-03 H PLACED CALENDAR 2ND READING-SHORT DEBATE 99-03-03 H JOINT-SPONSOR CHANGED TO JONES,JOHN 99-03-03 H JOINT-SPONSOR CHANGED TO MATHIAS 99-03-03 H CORRECTIONAL NOTE FILED 99-03-03 H CALENDAR ORDER 2ND READING-SHORT DEBATE 99-03-04 H FISCAL NOTE FILED 99-03-04 H CALENDAR ORDER 2ND READING-SHORT DEBATE 99-03-16 H AMENDMENT NO. 01-LYONS,JOSEPH 99-03-16 H AMENDMENT REFERRED TO HRUL 99-03-16 H RULES REFERS TO HTRN 99-03-16 H SECOND READING-SHORT DEBATE 99-03-16 H HELD ON CAL ORDER 2ND RDG - SHORT DEBATE 99-03-17 H AMENDMENT NO. 01-LYONS,JOSEPH 99-03-17 H RECOMMENDS BE ADOPTED HTRN/023-000-000 99-03-17 H AMENDMENT NO. 01-LYONS,JOSEPH 99-03-17 H ADOPTED 99-03-17 H PLCD CAL ORDER 3RD READING-SHORT DEBATE 99-03-19 H THIRD READING/SHORT DEBATE/PASSED 118-000-000 99-03-19 H ADDED AS A CO-SPONSOR MCGUIRE 99-03-22 S ARRIVE IN SENATE 99-03-22 S PLACED CALENDAR ORDER OF FIRST READING 99-03-23 99-03-24 S CHIEF SPONSOR FAWELL 99-03-24 S FIRST READING 99-03-24 S REFERRED TO SENATE RULES COMMITTEE RULES 99-04-22 S ASSIGNED TO COMMITTEE TRANSPORTN 99-04-28 S AMENDMENT NO. 01-TRANSPORTN S 99-04-28 S ADOPTED 99-04-28 S DO PASS AS AMENDED 010-000-000 STRN 99-04-28 S PLACED ON CALENDAR ORDER OF 2ND READING 99-04-29 99-04-29 S SECOND READING 99-04-29 S PLACED ON CALENDAR ORDER OF 3RD READING 99-05-04 99-05-12 S THIRD READING - PASSED 059-000-000 99-05-12 H ARRIVE IN HOUSE 99-05-12 H PLACED ON CALENDAR ORDER OF CONCURRENCE 01 99-05-13 H MOTION FILED CONCUR 01/LYONS,JOSEPH 99-05-13 H MOTION REFERRED TO HRUL 99-05-13 H CALENDAR ORDER OF CONCURRENCE 01 99-05-17 H BE APPROVED FOR CONSIDERATION 01/HRUL 99-05-17 H HSE CONCURS IN SEN AMENDMENTS (NO.) 01/115-000-000 99-05-17 H PASSED BOTH HOUSES 99-06-15 H SENT TO THE GOVERNOR 99-08-14 H GOVERNOR AMENDATORY VETO 99-08-14 H PLACED CALENDAR AMENDATORY VETO NOVEMBER 16, 1999 99-11-12 H MOTION FILED ACCEPT AMENDATORY VETO #1/LYONS,JOE 99-11-12 H MOTION REFERRED TO HRUL 99-11-12 H PLACED CALENDAR AMENDATORY VETO NOVEMBER 16, 1999 99-11-16 H APPROVED FOR CONSIDERATION - COMPLIANCE HRUL/004-000-000 99-11-16 H ACCEPT AMENDATORY VETO - HOUSE PASSED 115-000-000 99-11-18 S PLACED CALENDAR AMENDATORY VETO NOVEMBER 30, 1999 99-11-30 S MOTION FILED ACCEPT AMENDATORY VETO FAWELL 99-12-01 S ACCEPT AMENDATORY VETO - SENATE PASSED 058-000-000 99-12-01 H BOTH HOUSES ACCEPT AMENDATORY VETO 99-12-08 H RETURNED TO GOVERNOR FOR CERTIFICATION 99-12-22 H GOVERNOR CERTIFIES CHANGES 99-12-22 H EFFECTIVE DATE 00-07-01 99-12-22 H PUBLIC ACT.............................. 91-0662 END OF INQUIRY Full Text Bill Summary
