        Amends the Illinois Municipal Retirement Fund (IMRF)  Article  of      
   the  Pension  Code.   Removes the pre-existing condition limitation on      
   temporary disability benefits for persons whose date of disability  is      
   after  December 31, 2000.  Deletes provisions limiting the retroactive      
   payment of retirement benefits.  Accelerates the automatic increase in      
   surviving spouse's annuity for survivors  of  annuitants  who  die  in      
   December.  Provides for participation by persons who return to service      
   in  a  position  requiring  between  600 and 1000 hours per year after      
   retiring  from  such  a  position  with  an  employer   that   allowed      
   participation  for  those employees.  Authorizes employers to increase      
   disability benefits  from  50%  to  60%  of  earnings,  with  the  the      
   resulting  costs  to be paid by the employer and employees.  Increases      
   the death benefit from $3,000 to $5,000.  Allows a surviving spouse to      
   remarry before age 55 without loss of survivor's benefits.  Amends the      
   State Mandates Act to require  implementation  without  reimbursement.      
   Effective January 1, 2001.                                                  
          PENSION NOTE (Pension Laws Commission)                               
          Increasing the lump sum benefit would have an estimated annual       
          cost of $3.6 million. There would be fiscal impacts associated       
          with the other provisions of HB 2074, but they cannot be             
          determined.
