BURKE-LOPEZ. New Act Creates the High-rise Residential Building Window Guard Act. Provides that the owner or lessee of a high-rise residential building, or the owner's or lessee's agent, or any other person who manages or controls a high-rise residential building, must install window guards on the windows of the building in a manner approved by the Department of Public Health. Makes violation a Class B misdemeanor. Requires the Department of Public Health to administer and enforce the Act. Restricts concurrent exercise of home rule powers.
