Increases the civil penalty for an unlawful act against an elderly person under the Consumer Fraud and Deceptive Business Practices Act from $10,000 to $15,000 and authorizes imposition of that penalty for an unlawful act against a disabled person. Changes the name of the Elderly Victim Fund to the Elderly and Disabled Victim Fund.
