WOOLARD-LANG-CROTTY-HOEFT-DAVIS,MONIQUE AND COWLISHAW. (LIGHTFORD) 105 ILCS 5/2-3.25d from Ch. 122, par. 2-3.25d Amends the School Code. Requires the State Board of Education to implement and administer a student achievement improvement grant program to provide 2-year grants to school districts on the academic watch list and other school districts that have the lowest achieving students. Requires a school district to establish an accountability program in order to receive a grant. Requires a grant to be automatically renewed when achievements goals are met. Effective immediately. FISCAL NOTE (State Board of Education) The cost of this program is essentially a policy issue to be determined in the budget and appropriation process. HB 2954 does not require or define any particular level of spending. Currently, approximately 180 districts have at least one school (900 schools in all) in which less than 50% of the students achieve the State Learning Standards. A $5 million program could either provide a $25,000 grant to each such district or a $5,500 grant to each such school to assist students and their families achieve standards in an after school program. STATE MANDATES NOTE (State Board of Education) Same as SBE fiscal note. 99-11-18 H FILED WITH CLERK 99-11-18 H FIRST READING 99-11-18 H REFERRED TO HOUSE RULES COMMITTEE RULES 00-02-09 H PRIMARY SPONSOR CHANGED TO WOOLARD 00-02-09 H ADDED AS A JOINT SPONSOR LANG 00-02-09 H ASSIGNED TO COMMITTEE ELEM SCND ED 00-02-16 H DO PASS/SHORT DEBATE 023-000-000 HELM 00-02-16 H PLACED CALENDAR 2ND READING-SHORT DEBATE 00-02-16 H FISCAL NOTE REQUESTED BLACK 00-02-16 H STATE MANDATES FISCAL NOTE REQUESTED BLACK 00-02-16 H CALENDAR ORDER 2ND READING-SHORT DEBATE 00-02-16 H ADDED AS A JOINT SPONSOR CROTTY 00-02-17 H ADDED AS A JOINT SPONSOR HOEFT 00-02-22 H ADDED AS A JOINT SPONSOR DAVIS,MONIQUE 00-02-23 H FISCAL NOTE FILED 00-02-23 H STATE MANDATES FISCAL NOTE FILED 00-02-23 H CALENDAR ORDER 2ND READING-SHORT DEBATE 00-02-29 H SECOND READING-SHORT DEBATE 00-02-29 H PLCD CAL ORDER 3RD READING-SHORT DEBATE 00-03-02 H ADDED AS A CO-SPONSOR COWLISHAW 00-03-03 H THIRD READING/SHORT DEBATE/PASSED 117-000-000 00-03-06 S ARRIVE IN SENATE 00-03-06 S PLACED CALENDAR ORDER OF FIRST READING 00-03-07 00-03-07 S CHIEF SPONSOR LIGHTFORD 00-03-08 S FIRST READING 00-03-08 S REFERRED TO SENATE RULES COMMITTEE RULES 01-01-09 H SESSION SINE DIE END OF INQUIRY Full Text Bill Summary
