(PARKER) 105 ILCS 5/27-23.6 new Amends the School Code. Requires every public high school to include in its curriculum a unit of instruction concerning clinical depression and suicide prevention. Allows the State Superintendent of Education to prepare and make available to school boards instruction materials that may be used as guidelines for development of the unit of instruction. FISCAL NOTE (State Board of Education) Development of materials would cost approximately $15,000; there would be minimal costs for distribution through the ISBE WEB site and for printing and distribution of a 100-page "unit". Deletes reference to: 105 ILCS 5/27-23.6 new Adds reference to: 105 ILCS 110/3 from Ch. 122, par. 863 Deletes everything. Amends the Critical Health Problems and Comprehensive Health Education Act. Requires a comprehensive health education program to include instruction in secondary schools on clinical depression and suicide prevention. HOME RULE NOTE, H-AM 1 (Department of Commerce and Community Affairs) HB2962 pertains to requirements established for elementary and secondary schools in Illinois. The legislation does not contain any language indicating a pre-emption of home rule. Therefore, HB2962 (H-am 1) does not pre-empt home rule authority. FISCAL NOTE, H-AM 1 (State Board of Education) The State Board of Education could develop materials for the instruction of clinical depression and suicide prevention for approximately $25,000. Distribution costs could be minimal if this was limited to publication on the SBE website. Printing and distribution of a 100 page "unit" would likely be less than $5,000. Adds reference to: 105 ILCS 5/2-3.131 new 105 ILCS 5/10-23.13 new 105 ILCS 5/34-18.21 new Amends the School Code. Provides that the State Board of Education and the Department of Public Aid may enter into an intergovernmental agreement whereby school districts or their agents may claim Medicaid matching funds for Medicaid-eligible children. Allows a school district, if the school district provides early periodic screening and diagnostic testing services to correct or improve health impairments of Medicaid-eligible children, to access federally funded health care resources. These provisions effective immediately. FISCAL NOTE, H-AM 1, 2 (State Board of Education) Development of materials would cost approximately $15,000; there would be minimal costs for distribution through the ISBE WEB site and for printing and distribution of a 100-page "unit". Expanding the School Based Medicaid Program might generate additional federal revenues, but would not require additional State cost because the State claim is based on local school district spending rather than State spending. It is difficult to estimate the potential for additional revenue because schools do not currently charge non-disabled students for school-based services.
