Provides that the Department of Employment Security shall, upon request, disclose information in its possession to any municipality's revenue enforcement agency. Effective immediately. STATE MANDATES NOTE (Dept. of Commerce and Community Affairs) HB 3177 does not create a State mandate under the State Man- dates Act. FISCAL NOTE (Dept. of Employment Security) Making IDES information available to municipal revenue enforce- ment agencies is not a covered or allowable activity in which IDES can expend its Federal Employment Security administrative grant funds, the Dept's. primary source of funds. IDES can, however, request reimbursement for such costs. In that IDES would supply the information only on a reimbursable cost basis, no new State or Federal revenues would be required. It is pos- sible that there would be some potential future need to increase IDES expenditure authority to cover this self-financ- ing activity if activity levels were high and of material expense. Of the 1282 Illinois municipalities listed in the 1992 census, how many would ask for information on a reim- bursable basis is unknown. HOUSE AMENDMENT NO. 1. Deletes everything. Amends the Unemployment Insurance Act. Provides that, upon request by an authorized designee of the chief executive officer of a municipality or county, the Department of Employment Security shall disclose the names, locations, industrial classifications, and numbers of employees of employers located within that municipality or county when the information is requested in furtherance of industrial and commercial development or retention objectives and programs.
