   MURPHY AND GILES.

   30 ILCS 105/5.541 new                                                       

        Amends the Department of Commerce and Community  Affairs  Law  of      
   the  Civil  Administrative  Code  of  Illinois.  Creates  a  Municipal      
   Assistance  Commission  in  the  Department  of Commerce and Community      
   Affairs. Provides that the Commission shall make grants  to  units  of      
   local government, other than the city of Chicago, that (i) are located      
   in areas in need of economic development, (ii) have specific proposals      
   for  economic development, and (iii) lack the local revenues necessary      
   to carry out  the  proposal.  Sets  criteria  for  the  Commission  to      
   consider  when  making the grants.  Requires the Commission to monitor      
   projects carried out with grant moneys. Amends the State  Finance  Act      
   to  create  the  Municipal Assistance Grant Fund. Effective January 1,      
   2001.                                                                       
          FISCAL NOTE (Dept. of Commerce and Community Affairs)                
          DCCA will incur additional costs to provide administrative           
          support for the Commission. These expenses have not been             
          addressed by this legislation. It is unlikely that a part-time       
          Commission, which is only paid for expenses, would be able to        
          carry out the tasks associated with establishing a grant pro-        
          gram, such as drafting rules, creating application forms,            
          developing funding criteria, reviewing applications, preparing       
          grant awards, monitoring ongoing projects, etc. It is impossi-       
          ble to provide a reasonable estimate for increased operational       
          costs at this time without knowing the amount of money avail-        
          able for grants.

        HOUSE AMENDMENT NO. 1.                                                 
        Deletes  everything.  Amends  the  Department  of  Commerce   and      
   Community  Affairs  Law  of the Civil Administrative Code of Illinois.      
   Requires the Department of Commerce and Community Affairs  to  provide      
   for,  staff,  and  administer  an  Office  of  Municipal Assistance to      
   provide assistance to areas of economic need.  Sets the duties of  the      
   Office.    Provides  that  units  of  local  government  eligible  for      
   assistance from the Office must (i) be located in an area in  need  of      
   economic  development,  (ii)  have  developed  a specific proposal for      
   economic  development,  and  (iii)  lack  available  local   revenues,      
   resources,  or knowledge necessary to implement the proposal.  Repeals      
   the provisions concerning the Office on January  1,  2005.   Effective      
   January 1, 2001.                                                            
          FISCAL NOTE, H-AM 1 (Dept. of Commerce and Community Affairs)        
          Six additional staff would be required with salary and other         
          support costs totaling $400,000. In addition, DCCA will require      
          $350,000 for consulting services to assist with the provision        
          of training, technical support and assistance to local of-           
          ficials.
