LANG-FEIGENHOLTZ-WOOLARD-BOLAND-ERWIN, SLONE, HOLBROOK, FOWLER, BRADLEY, GASH, MCGUIRE, DELGADO, SILVA, HOFFMAN AND SCULLY. (MAITLAND-MAHAR) New Act Creates the State University Scholarship Act. Allows scholarships to be awarded to entering freshman, sophomores, juniors, and seniors at public universities. Establishes Illinois residency requirements, minimum grade point average requirements, and other requirements that the student must meet to be eligible for a scholarship. Provides that the scholarship, subject to the amounts appropriated by the General Assembly, includes tuition and mandatory fees. Authorizes the Illinois Student Assistance Commission to promulgate rules relating to the scholarships. Effective January 1, 2002. HOUSE AMENDMENT NO. 1. Changes the name of the Act to the Higher Education Scholarship Act. Allows scholarships to be awarded to students at public community colleges in this State. HOUSE AMENDMENT NO. 2. Requires a student, as a condition for receiving a scholarship, to certify that he or she has applied for other federal and State grants. HOUSE AMENDMENT NO. 3. Changes the effective date from January 1, 2002 to July 1, 2001. FISCAL NOTE, H-AM 1,2,3 (Ill. Student Assistance Commission) The cost of the Higher Education Scholarship Act has been calculated by multiplying the number of students enrolled in Illinois public universities and community colleges, full-time or part-time, by 55% (the approximate percentage of students who earn a B average) and the mean cost of tuition and fees at Illinois public universities and community colleges. Subtrac- ting the amount of federal grants and Illinois MAP grants re- ceived by Illinois students at public universities and commun- ity colleges bring the total fiscal impact of HB 3831 to an estimated $100 million annually. FISCAL NOTE, H-AM 1 thru 4 (Ill. Student Assistance Commission) Same as the SAC fiscal note, as amended, but with an increased impact of $170 million annually. HOUSE AMENDMENT NO. 4. Allows students at all community colleges, colleges, and universities located in the State to be awarded scholarships (instead of just those students at public community colleges and universities). Provides that a scholarship for a private institution of higher education includes tuition and approved mandatory fees in an amount not to exceed the maximum amount allowed to be awarded each academic year under the Monetary Award Program. 00-01-24 H FIRST READING 00-01-24 H ADDED AS A JOINT SPONSOR FEIGENHOLTZ 00-01-24 H REFERRED TO HOUSE RULES COMMITTEE RULES 00-01-26 H ASSIGNED TO COMMITTEE HIGHER ED 00-01-27 H ADDED AS A JOINT SPONSOR WOOLARD 00-01-27 H ADDED AS A CO-SPONSOR SLONE 00-01-27 H ADDED AS A CO-SPONSOR SMITH,MICHAEL 00-01-27 H ADDED AS A CO-SPONSOR HOLBROOK 00-01-27 H ADDED AS A CO-SPONSOR FOWLER 00-02-03 H ADDED AS A CO-SPONSOR BRADLEY 00-02-10 H AMENDMENT NO. 01-HIGHER ED H 00-02-10 H ADOPTED 00-02-10 H AMENDMENT NO. 02-HIGHER ED H 00-02-10 H ADOPTED 00-02-10 H DO PASS AMENDED/SHORT DEBATE 012-000-003 HHED 00-02-10 H PLACED CALENDAR 2ND READING-SHORT DEBATE 00-02-10 H ADDED AS A CO-SPONSOR GASH 00-02-15 H AMENDMENT NO. 03-LANG 00-02-15 H AMENDMENT REFERRED TO HRUL 00-02-15 H SECOND READING-SHORT DEBATE 00-02-15 H PLCD CAL ORDER 3RD READING-SHORT DEBATE 00-02-16 H MOTION PREVAILED- RECALL TO 2ND READING 00-02-16 H HELD ON CAL ORDER 2ND RDG - SHORT DEBATE 00-02-17 H FISCAL NOTE REQUESTED AS AMENDED BY HA #1,2,3/BLACK 00-02-17 H HELD ON CAL ORDER 2ND RDG - SHORT DEBATE 00-02-22 H AMENDMENT NO. 03-LANG 00-02-22 H RECOMMENDS BE ADOPTED HRUL/005-000-000 00-02-22 H AMENDMENT NO. 04-ERWIN 00-02-22 H AMENDMENT REFERRED TO HRUL 00-02-22 H AMENDMENT NO. 03-LANG 00-02-22 H ADOPTED 00-02-22 H FISCAL NOTE FILED AS AMENDED BY HA'S #1,2,3 00-02-22 H HELD ON CAL ORDER 2ND RDG - SHORT DEBATE 00-02-22 H ADDED AS A JOINT SPONSOR BOLAND 00-02-23 H FISCAL NOTE REQUESTED AS AMENDED BY HA #4/BLACK 00-02-23 H AMENDMENT NO. 04-ERWIN 00-02-23 H RULES REFERS TO HHED 00-02-23 H HELD ON CAL ORDER 2ND RDG - SHORT DEBATE 00-02-24 H AMENDMENT NO. 04-ERWIN 00-02-24 H RECOMMENDS BE ADOPTED HHED/013-000-000 00-02-24 H FISCAL NOTE FILED AS AMENDED BY HA'S #1,2,3,4 00-02-24 H AMENDMENT NO. 04-ERWIN 00-02-24 H ADOPTED 00-02-24 H HELD ON CAL ORDER 2ND RDG - SHORT DEBATE 00-02-24 H ADDED AS A JOINT SPONSOR ERWIN 00-02-25 H PLCD CAL ORDER 3RD READING-SHORT DEBATE 00-02-29 H THIRD READING/SHORT DEBATE/PASSED 074-032-006 00-02-29 H ADDED AS A CO-SPONSOR MCGUIRE 00-02-29 H ADDED AS A CO-SPONSOR DELGADO 00-02-29 H ADDED AS A CO-SPONSOR SILVA 00-02-29 H ADDED AS A CO-SPONSOR CROTTY 00-02-29 H ADDED AS A CO-SPONSOR HOFFMAN 00-02-29 H ADDED AS A CO-SPONSOR SCULLY 00-03-01 S ARRIVE IN SENATE 00-03-01 S PLACED CALENDAR ORDER OF FIRST READING 00-03-07 00-03-08 S CHIEF SPONSOR MAITLAND 00-03-08 S FIRST READING 00-03-08 S REFERRED TO SENATE RULES COMMITTEE RULES 00-03-22 S ADDED AS A CHIEF CO-SPONSOR MAHAR 01-01-09 H SESSION SINE DIE END OF INQUIRY Full Text Bill Summary
