SCHOENBERG. New Act Creates the Internet Access Enhancement Act. Requires a high-speed broadband Internet access transport provider who is also a cable operator or an affiliate of a high-speed broadband Internet access transport provider who is also a cable operator to provide to any requesting Internet service provider access to its high-speed broadband Internet access transport services on rates, terms, and conditions that are at least as favorable as those on which it provides access to itself, its affiliate, or any other person. Provides that the Attorney General may bring an action to enforce the Act. Allows a private right of action to aggrieved parties. Preempts home rule.
