Makes changes concerning the student membership on the Board of Trustees of the University of Illinois. Deletes the provision that provides that there shall not be a voting student trustee after July 1, 2001. Gives non- voting student trustees the power to cast advisory votes. Further amends the University of Illinois Trustees Act to provide that student trustees shall be chosen by campus-wide election. Amends the Governors State University Law to allow any student, not just a full-time student, to be a member of the Board of Trustees. HOUSE AMENDMENT NO. 2.
