Deletes a provision that a person is eligible for assistance when that person is unable to make full mortgage payments before the expiration of a 60-day period beginning on the date that the mortgagee sent notice to the mortgagor of intent to foreclose. Deletes provisions prohibiting a mortgagee from taking certain legal actions during the 30-day period after notice is sent to the mortgagor, during the 30 day period after an initial meeting between the mortgagor and an agency, during the period in which an application for assistance is pending, or if payments toward the mortgage are being made through the Homeowner's Emergency Mortgage Assistance Program. Allows a person to request assistance from a designated agency or from any other agency providing financial counseling assistance. Provides that this amendatory Act shall not be construed to impair the legal right of mortgagees to enforce contracts or mortgage agreements. Makes other changes. STATE MANDATES NOTE, H-AM 1 (Dept. of Commerce and Community Affairs) HB 4324 does not meet the definition of a State mandate under the State Mandates Act. HOUSING AFFORDABILITY NOTE, H-AM 1 (Housing Development Auth.) There will be no fiscal effect on constructing, purchasing, owning, or selling a single family residence due to this legislation. FISCAL NOTE (Housing Development Authority) The long range fiscal effect on IHDA is unknown. Data from a similar program in Pennsylvania indicate that since 1984 there have been 88,450 applications and 25,792 mortgage assistance loans with a total appropriation (excluding general and admin- istrative costs) of $177.45 million. The program's staff has grown from 7 to 37 with an annual administrative budget of $3 million, including $1 million for local housing counseling agencies. Loan collections exceeded disbursements for the first time in FY 99 although general and administrative costs were funded with repayments. As a result, additional general revenue funds were not appropriated to the agency last fiscal year. Pennsylvania has disbursed loans totaling $272.7 million and written off approximately $48.7 million. FISCAL NOTE, H-AM 1 (Housing Development Authority) Same as previous fiscal note. 00-02-03 H FILED WITH CLERK 00-02-03 H ADDED AS A JOINT SPONSOR BURKE 00-02-03 H ADDED AS A JOINT SPONSOR BOST 00-02-03 H ADDED AS A JOINT SPONSOR MCCARTHY 00-02-03 H ADDED AS A JOINT SPONSOR HOEFT 00-02-03 H ADDED AS A CO-SPONSOR MULLIGAN 00-02-03 H ADDED AS A CO-SPONSOR SCOTT 00-02-03 H FIRST READING 00-02-03 H REFERRED TO HOUSE RULES COMMITTEE RULES 00-02-08 H ADDED AS A CO-SPONSOR SILVA 00-02-08 H ADDED AS A CO-SPONSOR DELGADO 00-02-08 H ADDED AS A CO-SPONSOR DAVIS,MONIQUE 00-02-09 H ASSIGNED TO COMMITTEE STE GOV ADMIN 00-02-09 H ADDED AS A CO-SPONSOR JONES,LOU 00-02-16 H AMENDMENT NO. 01-STE GOV ADMIN H 00-02-16 H ADOPTED 00-02-16 H DO PASS AMENDED/SHORT DEBATE 009-000-000 HSGA 00-02-16 H PLACED CALENDAR 2ND READING-SHORT DEBATE 00-02-17 H FISCAL NOTE REQUESTED AS AMENDED BY HA #1/BLACK 00-02-17 H STATE MNDT FISCAL NOTE RQSTD AS AMENDED BY HA #1/BLACK 00-02-17 H HOUS AFFORD IMPCT NOTE REQ AS AMENDED BY HA #1/BLACK 00-02-17 H CALENDAR ORDER 2ND READING-SHORT DEBATE 00-02-17 H ADDED AS A CO-SPONSOR HOWARD 00-02-17 H ADDED AS A CO-SPONSOR KENNER 00-02-17 H ADDED AS A CO-SPONSOR SHARP 00-02-17 H ADDED AS A CO-SPONSOR FLOWERS 00-02-17 H ADDED AS A CO-SPONSOR OSTERMAN 00-02-23 H STATE MNDT FISCAL NOTE FILED AS AMENDED BY HOUSE AMEND #1 00-02-23 H CALENDAR ORDER 2ND READING-SHORT DEBATE 00-02-23 H ADDED AS A CO-SPONSOR LANG 00-02-25 H AMENDMENT NO. 02-HAMOS 00-02-25 H AMENDMENT REFERRED TO HRUL 00-02-25 H CALENDAR ORDER 2ND READING-SHORT DEBATE 00-02-28 H HOUS AFFORD IMPCT NOTE FLD AS AMENDED BY HOUSE AMEND #1 00-02-28 H CALENDAR ORDER 2ND READING-SHORT DEBATE 00-02-29 H FISCAL NOTE FILED 00-02-29 H AMENDMENT NO. 02-HAMOS 00-02-29 H RECOMMENDS BE ADOPTED HRUL/005-000-000 00-02-29 H SECOND READING-SHORT DEBATE 00-02-29 H AMENDMENT NO. 03-HAMOS 00-02-29 H AMENDMENT REFERRED TO HRUL 00-02-29 H HELD ON CAL ORDER 2ND RDG - SHORT DEBATE 00-03-01 H AMENDMENT NO. 03-HAMOS 00-03-01 H RECOMMENDS BE ADOPTED HRUL/005-000-000 00-03-01 H HELD ON CAL ORDER 2ND RDG - SHORT DEBATE 00-03-02 H FISCAL NOTE FILED AS AMENDED BY HOUSE AMEND #1 00-03-02 H HELD ON CAL ORDER 2ND RDG - SHORT DEBATE 00-03-03 H RE-REFERRED TO RULES COMM/RULE 19(A) RULES HRUL 01-01-09 H SESSION SINE DIE END OF INQUIRY Full Text Bill Summary
