Provides that (i) if the real estate is greater then 25 acres or 50% of the district's property and (ii) the current use of the real estate will be substantially altered by the private entity, the park district must submit the question of leasing the real estate to the voters of the district. Effective immediately. HOUSE AMENDMENT NO. 1. Further amends the Park District Code. Requires that the lease of property that, among other things, is greater than 70% of the district's total property (instead of greater than 25 acres or 50% of the district's property) must be submitted to the voters of the district. FISCAL NOTE, H-AM 1 (Department of Revenue) The Department of Revenue does not have authority under the Park District Code. Therefore, the Department is not the proper agency to fulfill the fiscal note request. FISCAL NOTE, H-AM 1 (Department of Natural Resources) HA #1 would have no fiscal impact on DNR. STATE MANDATES NOTE, H-AM 1 (Department of Commerce and Community Affairs) This legislation creates a local government organization and structure mandate for which reimbursement of the increased costs to units of local government is not required under the State Mandates Act. HOUSE AMENDMENT NO. 3. Further amends the Park District Code. Changes references to the lease of property to the transfer of property by lease, license, development agreement, or other means. Provides that the amendatory changes apply to transfers of real estate by a park district with a population of 3,000 or less. 00-02-03 H FIRST READING 00-02-03 H REFERRED TO HOUSE RULES COMMITTEE RULES 00-02-09 H ASSIGNED TO COMMITTEE LOCAL GOVT 00-02-16 H AMENDMENT NO. 01-LOCAL GOVT H 00-02-16 H ADOPTED 00-02-16 H DO PASS AMENDED/SHORT DEBATE 008-000-000 HLGV 00-02-16 H PLACED CALENDAR 2ND READING-SHORT DEBATE 00-02-22 H FISCAL NOTE REQUESTED AS AMENDED TENHOUSE 00-02-22 H STATE MNDT FISCAL NOTE RQSTD AS AMENDED TENHOUSE 00-02-22 H CALENDAR ORDER 2ND READING-SHORT DEBATE 00-02-23 H AMENDMENT NO. 02-SLONE 00-02-23 H AMENDMENT REFERRED TO HRUL 00-02-23 H CALENDAR ORDER 2ND READING-SHORT DEBATE 00-02-24 H AMENDMENT NO. 02-SLONE 00-02-24 H RECOMMENDS BE ADOPTED HRUL/004-000-000 00-02-24 H FISCAL NOTE FILED AS AMENDED BY HOUSE AMEND #1 00-02-24 H AMENDMENT NO. 03-SLONE 00-02-24 H AMENDMENT REFERRED TO HRUL 00-02-24 H CALENDAR ORDER 2ND READING-SHORT DEBATE 00-02-25 H SECOND READING-SHORT DEBATE 00-02-25 H AMENDMENT NO. 02-SLONE 00-02-25 H WITHDRAWN 00-02-25 H FISCAL NOTE FILED AS AMENDED BY HOUSE AMEND #1 00-02-25 H HELD ON CAL ORDER 2ND RDG - SHORT DEBATE 00-02-28 H STATE MNDT FISCAL NOTE FILED AS AMENDED BY HOUSE AMEND #1 00-02-28 H HELD ON CAL ORDER 2ND RDG - SHORT DEBATE 00-02-29 H AMENDMENT NO. 03-SLONE 00-02-29 H RECOMMENDS BE ADOPTED HRUL/005-000-000 00-02-29 H AMENDMENT NO. 03-SLONE 00-02-29 H ADOPTED 00-02-29 H PLCD CAL ORDER 3RD READING-SHORT DEBATE 00-03-01 H THIRD READING/SHORT DEBATE/PASSED 091-027-000 00-03-06 S ARRIVE IN SENATE 00-03-06 S PLACED CALENDAR ORDER OF FIRST READING 00-03-07 00-03-22 S CHIEF SPONSOR MADIGAN,R 00-03-22 S FIRST READING 00-03-22 S REFERRED TO SENATE RULES COMMITTEE RULES 01-01-09 H SESSION SINE DIE END OF INQUIRY Full Text Bill Summary
