Provides that the purpose of the Act is to make the changes in State programs that are necessary to implement the Governor's FY2001 budget recommendations. Effective immediately. Creates the Eliminate the Digital Divide Law. Establishes a Community Technology Center Grant Program, to be administered by the Department of Commerce and Community Affairs. Authorizes the making of grants for the planning, establishment, administration, and expansion of community technology centers. Amends the Department of Commerce and Community Affairs Law of the Civil Administrative Code of Illinois and the Unemployment Insurance Act. Provides for the deposit of certain moneys into the Title III Social Security and Employment Fund, including moneys recovered for purposes of Section 403(a)(5) of the federal Social Security Act and moneys that would otherwise be deposited into the Job Training Partnership Fund or the Federal Job-Training Information Systems Revolving Fund. On September 1, 2000, transfers the unobligated balance in the Federal Workforce Development Fund, the Federal Job-Training Information Systems Revolving Fund, and the Job Training Partnership Fund into the Title III Social Security and Employment Fund. Amends the Illinois Building Commission Act. Provides that the Capital Development Board, rather than the Department of Public Health, shall provide administrative and staff support for the Commission. Amends the State Finance Act. Provides for a one-time transfer of the unencumbered balance in the Tobacco Settlement Recovery Fund on June 30, 2001 into the Budget Stabilization Fund. Provides that the State Treasurer may invest moneys in the Budget Stabilization Fund in the same manner, in the same types of investments, and subject to the same limitations provided in the Illinois Pension Code for the investment of certain pension funds. With respect to the use of purchasing cards by State agencies, provides for a single transaction limit of up to $500. Provides for one-time transfers from the General Revenue Fund to the Fund for Illinois' Future and the Long-Term Care Provider Fund. Amends the Counties Code. Provides for proration of State subsidies for drunk driving prosecutors if the annual appropriation is insufficient. Amends the Weights and Measures Act to provide that amounts in the Weights and Measures Fund may be used to pay for activities related to the enforcement of the Motor Fuel and Petroleum Standards Act and the State's share of the costs of the Field Automation Information Management project. Amends the Response Action Contractor Indemnification Act to provide for a one-time transfer from the Response Contractors Indemnification Fund to the Asbestos Abatement Fund. Amends the Illinois Income Tax Act. Authorizes moneys in the Income Tax Refund Fund to be used to pay certain property tax rebates in the event that the amounts in the Homeowners' Tax Relief Fund are insufficient for that purpose. Amends the Motor Fuel Tax Law to increase the annual transfer from the Grade Crossing Protection Fund to the Transportation Regulatory Fund. Also extends and increases the monthly transfers to the Vehicle Inspection Fund.
