        Amends the Elder Abuse and Neglect  Act.   Includes  bankers  and      
   attorneys  in the definition of "mandated reporter".  Includes, in the      
   duties of the Department on Aging, the establishment and  coordination      
   of  a  training  program in the unique nature of elder abuse cases and      
   the coordination of that training  program  with  other  agencies  and      
   entities,  and  the coordination with banks and financial institutions      
   of an educational program warning persons 60 years of  age  and  older      
   about  financial  exploitation.   Provides  that  banks  and financial      
   institutions shall  send  to  their  customers  pamphlets  warning  of      
   financial  exploitation  against  persons  at  least  60 years of age.      
   Requires the Department on Aging to establish a computerized  database      
   of  persons who served as caregivers and who were convicted of certain      
   offenses against persons 60 years of age and older  or  the  disabled.      
   Provides  for  the  access  to that information in the database on the      
   Internet.   Amends the Criminal Code of 1961.  Provides that  criminal      
   neglect  of  a  long term care resident that results in the resident's      
   death is a Class 2 felony for which the defendant, if sentenced  to  a      
   term   of  imprisonment,  shall  be  sentenced  from  3  to  14  years      
   imprisonment.  Includes, in the offense of financial  exploitation  of      
   an  elderly person or person with a disability, illegally using such a      
   person's assets or resources.  Includes as  a  victim  any  person  at      
   least 60 years of age instead of only a person at least 60 that has an      
   infirmity  that  impairs  his  or  her  mental  or physical ability to      
   independently manage his or her property or financial matters.  Amends      
   the Code of Criminal Procedure of 1963.  Permits the victim of certain      
   offenses committed against the elderly to testify through an  evidence      
   deposition  rather  than  appear in court.  Amends the Unified Code of      
   Corrections.  Permits the court to  sentence  a  person  convicted  of      
   certain  offenses  against  the elderly or disabled to be sentenced to      
   community service, an impact incarceration program, or an  alcohol  or      
   substance  abuse  program,  if  warranted.   Amends the Probate Act of      
   1975.  Provides that a person convicted of  certain  offenses  against      
   the  elderly  or  disabled may not inherit property from the victim of      
   the offense.
