(REITZ-MATHIAS-HASSERT-GIGLIO) 65 ILCS 5/10-2.1-4 from Ch. 24, par. 10-2.1-4 70 ILCS 705/16.04a from Ch. 127 1/2, par. 37.04a Amends the Illinois Municipal Code to provide that a non-homerule municipality of 130,000 or fewer inhabitants may provide for up to 2 deputy chiefs appointed by the chief of the police or fire department. Provides that the deputy chief position is an exempt position that may be appointed from any rank of sworn, full-time officers or firefighters. Provides that a deputy chief serves at the discretion of the chief. Amends the Fire Protection District Act to make similar changes. Effective immediately. SENATE AMENDMENT NO. 1. Deletes reference to: 70 ILCS 705/16.04a Limits the new deputy chiefs to police departments. SENATE AMENDMENT NO. 2. Limits the number of deputy chiefs to one per police department. Requires that the deputy chief be appointed from among the sworn officers of supervisory rank. HOUSE AMENDMENT NO. 1. (House recedes May 26, 1999) Limits the number of deputy chiefs to 2 (one if the department has fewer than 25 police officers). Removes the requirement that the deputy chief be appointed from among the sworn officers of supervisory rank, but requires the appointee to have at least 5 years of service as a police officer with the police department. Provides that a civil service commission may require police applicants to have obtained an associate's degree or a bachelor's degree. Provides that persons who were engaged in military or naval service for a period of one year (now who were engaged in military or naval service during specified years) are entitled to a military preference. Provides that persons who have obtained an associate's degree or a bachelor's degree and persons who have been awarded a certificate attesting to completion of the Minimum Standards Basic Law Enforcement Training Course and who are currently serving as a part-time or full-time law enforcement officer in Illinois are entitled to an educational preference of 5 points.
