SYVERSON-LAUZEN. New Act Creates the Managed Care Reform Act of 1999. Establishes patient rights with respect to health care provided through managed care plans. Requires disclosure of specified information to enrollees. Requires utilization review programs to be registered with the Department of Insurance.
