SYVERSON-OBAMA-SMITH-MUNOZ-REA, HAWKINSON AND BURZYNSKI. (WINTERS-NOVAK-SCOTT-BURKE-MCKEON) New Act Creates the Automated External Defibrillator Act. Provides for training, maintenance, and oversight requirements concerning automated external defibrillators. Provides that the Illinois Department of Public Health shall adopt rules concerning training requirements for the use of automated external defibrillators, maintain incident reports on automated external defibrillator use, conduct annual analyses of all related data, and adopt rules to carry out its responsibilities under the Act. Creates an exemption from civil liability for certain parties. SENATE AMENDMENT NO. 1. Changes the definition of "trained AED user" by including persons who have completed instruction in accordance with the standards of a nationally-recognized organization such as the American Red Cross or the American Heart Association. SENATE AMENDMENT NO. 2. Provides that a "physician licensed to practice medicine in all its branches", rather than a "licensed physician" or "prescribing physician", is considered a trained AED user and is exempt from certain civil liability. Provides that certain oversight responsibilities shall be exercised by a EMS system hospital (instead of a licensed physician). Makes other changes. HOUSE AMENDMENT NO. 1. Deletes language concerning exemptions from civil liability. Inserts language providing that an individual or entity providing training in the use of automated external defibrillators is not liable for civil damages resulting from acts or omissions, except for willful or wanton misconduct, involving the use of AEDs if the requirements of the Act are met. 99-02-18 S FIRST READING 99-02-18 S REFERRED TO SENATE RULES COMMITTEE RULES 99-02-24 S ASSIGNED TO COMMITTEE PUBLIC HEALTH 99-03-09 S AMENDMENT NO. 01-PUB HEALTH S 99-03-09 S ADOPTED 99-03-09 S DO PASS AS AMENDED 010-000-000 SPBH 99-03-09 S PLACED ON CALENDAR ORDER OF 2ND READING 99-03-10 99-03-09 S ADDED AS A CHIEF CO-SPONSOR OBAMA 99-03-09 S ADDED AS A CHIEF CO-SPONSOR SMITH 99-03-09 S ADDED AS A CHIEF CO-SPONSOR MUNOZ 99-03-09 S ADDED AS A CHIEF CO-SPONSOR REA 99-03-10 S SECOND READING 99-03-10 S PLACED ON CALENDAR ORDER OF 3RD READING 99-03-11 99-03-19 S FILED WITH SECRETARY 99-03-19 S AMENDMENT NO. 02-SYVERSON 99-03-19 S AMENDMENT REFERRED TO SRUL 99-03-22 S AMENDMENT NO. 02-SYVERSON 99-03-22 S RULES REFERS TO SPBH 99-03-23 S AMENDMENT NO. 02-SYVERSON 99-03-23 S BE ADOPTED SPBH/009-000-000 99-03-24 S RECALLED TO SECOND READING 99-03-24 S AMENDMENT NO. 02-SYVERSON 99-03-24 S ADOPTED 99-03-24 S PLACED ON CALENDAR ORDER OF 3RD READING 99-03-25 99-03-24 S ADDED AS A CO-SPONSOR HAWKINSON 99-03-24 S ADDED AS A CO-SPONSOR BURZYNSKI 99-03-25 S THIRD READING - PASSED 058-000-000 99-03-25 H ARRIVE IN HOUSE 99-03-25 H HOUSE SPONSOR WINTERS 99-03-25 H FIRST READING 99-03-25 H REFERRED TO HOUSE RULES COMMITTEE RULES 99-03-26 H ADDED AS A JOINT SPONSOR NOVAK 99-04-14 H ASSIGNED TO COMMITTEE JUD-CIVIL LAW 99-04-20 H ADDED AS A JOINT SPONSOR SCOTT 99-04-21 H DO PASS/SHORT DEBATE 009-000-000 HJUA 99-04-21 H PLACED CALENDAR 2ND READING-SHORT DEBATE 99-04-28 H ADDED AS A JOINT SPONSOR BURKE 99-04-28 H ADDED AS A JOINT SPONSOR MCKEON 99-05-05 H AMENDMENT NO. 01-WINTERS 99-05-05 H AMENDMENT REFERRED TO HRUL 99-05-05 H CALENDAR ORDER 2ND READING-SHORT DEBATE 99-05-07 H AMENDMENT NO. 01-WINTERS 99-05-07 H RULES REFERS TO HJUA 99-05-07 H CALENDAR ORDER 2ND READING-SHORT DEBATE 99-05-11 H AMENDMENT NO. 01-WINTERS 99-05-11 H RECOMMENDS BE ADOPTED HJUA/006-000-000 99-05-11 H CALENDAR ORDER 2ND READING-SHORT DEBATE 99-05-12 H SECOND READING-SHORT DEBATE 99-05-12 H AMENDMENT NO. 01-WINTERS 99-05-12 H ADOPTED 99-05-12 H PLCD CAL ORDER 3RD READING-SHORT DEBATE 99-05-13 H THIRD READING/SHORT DEBATE/PASSED 116-000-000 99-05-13 S SECRETARYS DESK - CONCURRENCE 01 99-05-14 S FILED WITH SECRETARY 99-05-14 S MOTION TO CONCUR - HOUSE AMENDMENT NO 01/SYVERSON 99-05-14 S MOTION REFERRED TO SRUL 99-05-17 S MOTION TO CONCUR - HOUSE AMENDMENT NO 01/SYVERSON 99-05-17 S RULES REFERS TO SPBH 99-05-18 S MOTION TO CONCUR - HOUSE AMENDMENT NO 01/SYVERSON 99-05-18 S BE APPROVED FOR CONSIDERATION SPBH/009-000-000 99-05-18 S MOTION TO CONCUR - HOUSE AMENDMENT NO 01/SYVERSON 99-05-18 S SEN CONCURS IN HSE AMENDMENTS (NO.) 01/059-000-000 99-05-18 S PASSED BOTH HOUSES 99-06-16 S SENT TO THE GOVERNOR 99-08-13 S GOVERNOR APPROVED 99-08-13 S EFFECTIVE DATE 00-01-01 99-08-13 S PUBLIC ACT.............................. 91-0524 END OF INQUIRY Full Text Bill Summary
