Provides that for each certification or certified copy of a birth, death, or fetal death record issued by the State Registrar or a local registrar or county clerk, $1 of the fee collected shall be deposited into the Vital Records Automation Fund, a special fund created in the State treasury. Authorizes the State Registrar to implement an electronic reporting system for death registrations.
