Replaces current provisions concerning notices of public questions. Sets forth the timing of publication and posting and the form of the notice. Provides that other notices are not mandatory. Amends the Statute on Statutes to make the notice provisions an Omnibus Bond Act. Effective immediately. SENATE AMENDMENT NO. 1. Provides that the notice provisions for bond referendums apply only to elections held before July 1, 1999 and that thereafter the notice shall be according to the Election Code. Provides that if one or more offices, but not all, are uncontested the municipality need not hold a primary with respect to the uncontested offices.
