Creates an IDOT demonstration project. Under the project, 20 of the contracts arising out of the Department's 5-year project program for fiscal years 2000 through 2004 shall have a performance-based warranty of at least 5 years, and at least 10 of those contracts shall be designed for a 30-year life cycle. Amends the Illinois Vehicle Code. Increases registration and certain other fees and taxes. Makes other changes.
