(LAWFER-HARTKE-ERWIN-SMITH,MICHAEL-WIRSING)

   New Act                                                                     

        Creates the Industrial Hemp Act. Contains only a short title.          
        SENATE AMENDMENT NO. 1.                                                
          Deletes reference to:

        Deletes everything after the enacting clause. Amends the Univer-       
   sity of Illinois Act, the Southern Illinois University Management Act,      
   the Cannabis Control Act, and the Cannabis and Controlled Substances        
   Tort Claims Act. Requires the University of Illinois and Southern           
   Illinois University to study the feasibility and desirability of            
   industrial hemp production in this State, subject to an appropriation       
   for that purpose. Requires these universities to obtain all federal         
   and State permits needed to legally grow industrial hemp for fiber or       
   seed production before importing any non-sterilized industrial hemp         
   seeds capable of germination into the State. Requires these universi-       
   ties to report their findings and recommendations to the General            
   Assembly by January 1, 2002. Excludes industrial hemp, solely as            
   authorized for the purposes of the provisions concerning the studies,       
   from the definition of "cannabis" under the Cannabis Control Act and        
   under the Cannabis and Controlled Substances Tort Claims Act.               
   Effective immediately.
