TROTTER. New Act Creates the Newborn and Infant Protection Act. Provides for a parent's relinquishment of custody of a newborn infant or a child 12 months of age or less to a hospital and for the termination of parental rights upon that relinquishment. Provides for the hospital's immunity from liability and for reimbursement of the hospital's expenses. Provides for the relinquishing parent's immunity from criminal liability if the parent provides certain medical information. Provides for rights of the nonrelinquishing parent. Requires the Department of Children and Family Services to adopt rules to implement the Act.
