Provides that market share shall not be used in determining the classification of telecommunications services. Abolishes certain exemptions for small carriers. Provides that nondiscrimination and resale of service requirements apply to all telecommunications carriers. Delays the repeal of the telecommunications Article of the Public Utilities Act until July 1, 2005.
