PHILIP-CRONIN AND RADOGNO. (JOHNSON,TOM-FLOWERS) 105 ILCS 5/Art. 1E heading new Amends the School Code to add an Article concerning an Illinois Educational Inspector General. Contains only an Article heading. SENATE AMENDMENT NO. 1. Adds reference to: 105 ILCS 5/1E-5 new Deletes everything after the enacting clause. Amends the School Code. Requires the State Board of Education to appoint an Illinois Educational Inspector General, based on a recommendation made by the State Superintendent of Education and with the advice and consent of the Senate, who shall have the authority to conduct investigations into allegations or incidents of waste, fraud, and financial mismanagement in public education grades prekindergarten through 12 by any employee, officer, board member, or contractor of any regional office of education, educational service center, joint agreement program, school district, charter school, or the State Board of Education or involving public educational projects managed or handled by third party agents. Requires the Inspector General appointed under provisions of the School Code that apply to cities having a population exceeding 500,000 to report on a monthly basis to the Illinois Educational Inspector General the status of all pending investigations. Requires the Illinois Educational Inspector General to provide to the State Board of Education, the President of the Senate, the Minority Leader of the Senate, the Speaker of the House of Representatives, the Minority Leader of the House of Representatives, and the Governor a summary of reports and investigations. Effective July 1, 2000. HOUSE AMENDMENT NO. 1. Provides that the Section concerning the Illinois Educational Inspector General does not apply to the Chicago school district.
