   P.A. 91-708, Art. 1, Sec. 18                                                

        Amends Public Act 91-708. In a Fiscal Year 2001 appropriation  to      
   the Capital Development Board for the Illinois Community College Board      
   for  constructing  a  learning  resource  center  for Illinois Eastern      
   Community College - Frontier College, adds a  provision  stating  that      
   "the  provisions  of Article V of the Public Community College Act are      
   not applicable to this appropriation". Effective immediately.
