KARPIEL.

(SMITH,MICHAEL-FEIGENHOLTZ)

        Creates the Illinois Legislative Task Force on Certificate of          
   Need. The Task Force shall report recommendations to the General            
   Assembly and Governor on or before January 9, 2001.                         
        SENATE AMENDMENT NO. 1.                                                
        Makes changes in the membership of the Task Force. Adds a non--        
   voting member who shall be a consumer to be appointed jointly by the        
   co-chairpersons. Provides that the new member and the consumer member       
   of those members with voting privileges shall not be members of the         
   Health Facilities Planning Board.
