Short description: 
PERFORMANCE REVIEW ACT                                                     

Synopsis of Bill as introduced:
        Creates the Agency Performance Review Act.  Requires  each  State      
   agency  to develop a plan describing the agency's goals, programs, and      
   efficiency over a 6-year period.  Requires each agency to  submit  the      
   plan  to  the  Governor,  the  Lieutenant Governor, the Speaker of the      
   House of Representatives, the President of the Senate, the  Bureau  of      
   the Budget, and the Auditor General.  Requires the Governor to develop      
   goals  for  State  government.    Authorizes  the Auditor General when      
   conducting a program or efficiency audit to  consider  the  degree  to      
   which  an  agency  conforms  to  its  plan. Requires the Bureau of the      
   Budget, before September 1 of each odd-numbered year, to provide  each      
   agency with a long-term forecast of the State's economy.  Requires the      
   Bureau  of the Budget and the Governor to evaluate the requirements of      
   the agencies to compile similar information under other  laws  and  to      
   make   recommendations   to   the   General   Assembly   to  eliminate      
   duplications.  Effective immediately.

          The amount of effort and costs to develop and implement the          
          various reports and compilations is not reasonably subject to        
          estimation.
