Short description: 
ABUSED CHILD-CONTROLLED SUBST                                              

Synopsis of Bill as introduced:
        Amends the Abused and Neglected Child Reporting Act.  Includes in      
   the definition of "abused child" a child  whose  parent  or  immediate      
   family  member, or a person responsible for the child's welfare, or an      
   individual residing in the same home as the child, or  a  paramour  of      
   the   child's  parent  causes  a  controlled  substance  to  be  sold,      
   transferred, distributed, or given to any child under 18 years of age.      
   Amends the Criminal Code of 1961.  Provides that endangering the  life      
   or health of a child is a Class 3 felony if the violation includes the      
   sale,  transfer,  or  providing  of  a controlled substance to a child      
   under 18 years of age.

        SENATE AMENDMENT NO. 1.                                                
          Deletes reference to:                                                
          720 ILCS 5/12-21.6                                                   
        Deletes the amendatory changes to the Criminal Code of 1961.           
   Makes an exception to the provision that a child is an abused child if      
   the parent or person responsible for the child's welfare, a person          
   residing in the same home as the child or a paramour of the child's         
   parent causes to be sold, distributed, or given to the child under 18       
   a controlled substance if the person provides to the child a control-       
   led substance that is prescribed by a physician and is dispensed to         
   the child in a manner that substantially complies with the prescrip-        
   tion.
