Provides that a credit card issuer who offers immediate credit without obtaining adequate evidence of the identity of the applicant before issuing credit to the applicant and issues the credit card to the applicant under another person's name is liable for any damages resulting from the issuer's failure to obtain adequate evidence of identity from the applicant.
