Short description: 
CIRCUIT BREAKER-DRUG ELIGIBLTY                                             

Synopsis of Bill as introduced:
        Amends the Senior Citizens  and  Disabled  Persons  Property  Tax      
   Relief   and   Pharmaceutical   Assistance  Act.   Provides  that  the      
   Department of Revenue shall develop a procedure for  the  coverage  of      
   brand  name drugs if, at the discretion of the physician, a brand name      
   drug is the only appropriate alternative.    Provides  that  after  an      
   individual  beneficiary  receives $2,500 (now, $800) in pharmaceutical      
   assistance benefits during a State fiscal year, that beneficiary shall      
   also be charged 20%  of  the  cost  of  each  prescription  for  which      
   payments  are  made  by the program during the remainder of the fiscal      
   year. Provides that, for the 2000 grant year  and  thereafter,  to  be      
   eligible  for  the  pharmaceutical assistance program a household must      
   have a maximum income of less than $20,000 for a one-person  household      
   and less than $25,000 for a 2-person or more household (now, less than      
   $16,000 for all households).  Provides that nothing in the application      
   process for pharmaceutical assistance shall delay the processing of an      
   application  for an identification card upon the applicant's change in      
   income.
