House Sponsors: SAVIANO-FEIGENHOLTZ-WOJCIK. Short description: HLTH CARE JOINT DISCUSSION ACT Synopsis of Bill as introduced: Creates the Health Care Services Contract Joint Discussions Act. Authorizes competing health care providers within a geographical area served by a health care plan to enter joint discussions with the health care plan concerning various practices and procedures, clinical criteria, drug formularies, reimbursement methodologies, and inclusion and alteration of terms and conditions. Authorizes competing health care providers to jointly discuss certain terms and conditions under certain circumstances. Amends the Illinois Antitrust Act to provide that the Act shall not be construed to make illegal the activities of a person pursuant to and in compliance with the Health Care Provider and Health Care Service Contract Joint Discussions Act. Effective immediately. HOUSE AMENDMENT NO. 1. Provides that nothing in the Health Care Services Contract Joint Discussions Act shall be construed to authorize a joint discussion representative to discuss with a health care plan any plan policies to exclude, limit the participation or reimbursement of, or otherwise limit the contracted for services of health care providers not represented by the health care provider's joint discussion representative. HOUSE AMENDMENT NO. 2. Further amends the Health Care Services Contract Joint Discussions Act. Provides that the Act shall be administered by the Attorney General rather than the Health Care Services Contracting Board. Provides that the Board shall provide advice to the Attorney General concerning the administration of the Act.
