EPA-INCREASED PENALTIES                                                    

Synopsis of Bill as introduced:
        Amends the Environmental Protection Act.  Increases  the  maximum      
   civil  penalty for violations of NPDES permits from $10,000 per day to      
   $30,000 per day.  Increases certain  fines  associated  with  criminal      
   penalties for violation of the Act.  Effective immediately.
