Synopsis of Bill as introduced:
        Appropriates $12,500,000 from the General Revenue Fund to the          
   Department of Commerce and Community Affairs for a grant to the City        
   of Springfield for costs associated with a coal  scrubber.   Effective      
   immediately.                                                                
        SENATE AMENDMENT NO. 1.                                                
        Deletes everything. Appropriates $30,000,000 to the State Board        
   of Education for payment to the School Technology Revolving Loan Fund.      
   Effective immediately.
