EPA DUMPING PENALTIES                                                      

Synopsis of Bill as introduced:
        Amends the Environmental Protection Act.  Provides an increase in      
   civil penalties for open dumping from $500 per offense to $1,500 for a      
   first offense and $3,000 for a second or subsequent offense.
