Requires, as a condition of a contract or grant between a contractor or grantee and the State or a State agency to provide residential or day treatment services to mentally ill or developmentally disabled persons, an agreement under which the contractor or grantee agrees not to take specified actions in relation to decisions by its employees regarding representation by a labor organization. Sets forth procedural requirements. Provides for reporting violations to the Department of Human Services, enforcement procedures, and penalties for violations. Effective immediately.
