Amends the State Comptroller Act and the Department Revenue Law of the Civil Administrative Code of Illinois to make changes relating to the collection of child support payments. Amends the State Finance Act to eliminate the annual transfer of $16,100,000 from the DCFS Children's Services Fund to the General Revenue Fund. Amends the Children's Health Insurance Program Act to extend the sunset date to July 1, 2002. Provides that moneys received from the federal government for residential placements secured by the Department of Corrections for minors as a condition of their parole shall be deposited into the Juvenile Rehabilitation Services Medicaid Matching Fund. Extends repeal of the Section on services for noncitizens to August 31, 2001. Makes changes relating to the State Disbursement Unit. Also provides an increase in the payment rates for certain skilled nursing care facilities, intermediate care facilities, and long term care facilities for persons under age 22. Effective July 1, 2000.
