92_HB0150 LRB9201257DHpkA 1 AN ACT to amend the Illinois Vehicle Code by changing 2 Section 12-815 and 12-815.1. 3 Be it enacted by the People of the State of Illinois, 4 represented in the General Assembly: 5 Section 5. The Illinois Vehicle Code is amended by 6 changing Section 12-815 and 12-815.1 as follows: 7 (625 ILCS 5/12-815) (from Ch. 95 1/2, par. 12-815) 8 Sec. 12-815. Strobe lamp on school bus. 9 (a) A school bus manufactured prior to January 1, 2000 10 may be equipped with one strobe lamp that will emit 60 to 120 11 flashes per minute of white or bluish-white light visible to 12 a motorist approaching the bus from any direction. A school 13 bus manufactured on or after January 1, 2000 shall be 14 equipped with one strobe lamp that will emit 60 to 120 15 flashes per minute of white or bluish-white light visible to 16 a motorist approaching the bus from any direction. The lamp 17 shall be of sufficient brightness to be visible in normal 18 sunlight when viewed directly from a distance of at least one 19 mile. 20 (b) The strobe lamp shall be mounted on the rooftop of 21 the bus with the light generating element in the lamp located 22 equidistant from each side and either at or behind the center 23 of the rooftop. The maximum height of the element above the 24 rooftop shall not exceed 1/30 of its distance from the rear 25 of the rooftop. If the structure of the strobe lamp obscures 26 the light generating element, the element shall be deemed to 27 be in the center of the lamp with a maximum height 1/4 inch 28 less than the maximum height of the strobe lamp unless 29 otherwise indicated in rules and regulations promulgated by 30 the Department. The Department may promulgate rules and 31 regulations to govern measurements, glare, effectiveness and -2- LRB9201257DHpkA 1 protection of strobe lamps on school buses, including higher 2 strobe lamps than authorized in this paragraph. 3 (c) The strobe lamp mustmaybe lightedonlywhen the 4 school busis actually being used as a school bus and: 5 1. is stopping or stopped for loading or 6 discharging pupilson a highway outside an urban area; or 7 2. is bearing one or more pupilsand is either8stopped or, in the interest of safety, is moving very9slowly at a speed:10(i) less than the posted minimum speed limit,11or12(ii) less than 30 miles per hour on a highway13outside an urban area. 14 (Source: P.A. 91-168, eff. 1-1-00; 91-679, eff. 1-26-00.) 15 (625 ILCS 5/12-815.1) 16 Sec. 12-815.1. Emergency exits and rear perimeter 17 identification. On and after August 1, 2000, all emergency 18 exits of a school bus shall be outlined around the perimeter 19 of the exit with a minimum one inch wide yellow reflective 20 tape or decal. This yellow reflective tape or decal shall be 21 placed on the exterior surface of the school bus. On and 22 after August 1, 2002, the outside perimeter of the rear 23 exterior surface of a school bus must be outlined with a 24 minimum one inch wide yellow reflective tape or decal. 25 (Source: P.A. 91-168, eff. 1-1-00; 91-785, eff. 6-9-00.) 26 Section 99. Effective date. This Act takes effect upon 27 becoming law.
