92_HB0198gms STATE OF ILLINOIS OFFICE OF THE GOVERNOR SPRINGFIELD, 62706 GEORGE H. RYAN GOVERNOR July 26, 2001 To the Honorable Members of the Illinois House of Representatives 92nd General Assembly Pursuant to Article IV, Section 9(b) of the Illinois Constitution of 1970, I hereby veto House Bill 198 entitled "AN ACT with regard to education." House Bill 198 amends the Illinois School Code and provides that the course of instruction given in grades 10 through 12 concerning the Illinois Vehicle Code must include instruction on special hazards existing, and observed, at highway construction and maintenance zones and in emergency situations. While the principals of House Bill 198 are sound and the protection of highway construction and emergency personnel are of utmost importance, House Bill 198 duplicates existing state statutes and is unnecessary legislation. The School Code currently specifies that the driver education curriculum must cover the sections of the Illinois Vehicle Code which include special regulations for construction and maintenance zones. Illinois' teachers are currently covering these mandated topics as well as other related work zone hazards. For this reason, House Bill 198 is unnecessary and I hereby veto and return House Bill 198. Sincerely, s/GEORGE H. RYAN Governor
