 1        AN ACT to amend the Medical Practice Act of 1987.

 2        Be  it  enacted  by  the People of the State of Illinois,
 3    represented in the General Assembly:

 4        Section 5.  The Medical Practice Act of 1987  is  amended
 5    by adding Section 18.1 as follows:

 6        (225 ILCS 60/18.1 new)
 7        Sec. 18.1.  Faculty permit.
 8        (a)  A  faculty  permit authorizes the holder to practice
 9    medicine only  within  the  medical  school  itself  and  any
10    affiliated   institution   in  which  the  permit  holder  is
11    providing  instruction  as  part  of  the  medical   school's
12    educational  program  and  for  which  the medical school has
13    assumed direct responsibility.
14        (b)  Time spent in a faculty  position  under  a  faculty
15    permit  shall not be counted toward the postgraduate training
16    required for licensure and shall not qualify the  holder  for
17    waiver of any written examination required for licensure.
18        (c)  The  Department  shall  issue a faculty permit to an
19    applicant who meets all of the following requirements:
20             (1)  holds  or  has   been   offered   a   full-time
21        appointment at the level of associate professor or higher
22        at an Illinois medical school approved by the Department;
23             (2)  possesses  a  current valid license to practice
24        medicine issued  by  another  state,  country,  or  other
25        jurisdiction;
26             (3)  is  not  subject  to denial for a license under
27        this Act; and
28             (4)  pays the fee  prescribed  for  the  permit,  as
29        determined by the Department.
30        (d)  An application for a faculty permit shall be made on
31    a  form  prescribed  by  the Department and shall include any

 1    information that the Department may prescribe to establish an
 2    applicant's eligibility for a permit.  This information shall
 3    include without limitation (i) a statement from the  dean  of
 4    the  medical  school  at which the applicant will be employed
 5    describing  the  applicant's  qualifications  and   (ii)    a
 6    statement  from  the dean of the medical school listing every
 7    affiliated  institution  in  which  the  applicant  will   be
 8    providing   instruction  as  part  of  the  medical  school's
 9    education program and justifying any clinical  activities  at
10    each of the institutions listed by the dean.
11        (e)  The  Department  may  deny,  suspend,  or  revoke  a
12    faculty  permit  for  any violation that would be grounds for
13    discipline under this Act.
14        (f)  The  Department  may  provide  by   rule   for   the
15    administration  and  enforcement  of  this Section, including
16    permit renewal.

17        Section 99.  Effective date.  This Act takes effect  upon
18    becoming law.
