 1        AN ACT in relation to gambling.

 2        Be  it  enacted  by  the People of the State of Illinois,
 3    represented in the General Assembly:

 4        Section 5.  The Illinois Horse  Racing  Act  of  1975  is
 5    amended by changing Section 28.1 as follows:

 6        (230 ILCS 5/28.1)
 7        Sec. 28.1.  Payments.
 8        (a)  Beginning  on  January  1, 2000, moneys collected by
 9    the Department of Revenue and the Racing  Board  pursuant  to
10    Section  26 or Section 27 of this Act shall be deposited into
11    the Horse Racing Fund, which is hereby created as  a  special
12    fund in the State Treasury.
13        (b)  Appropriations, as approved by the General Assembly,
14    may  be  made  from the Horse Racing Fund to the Board to pay
15    the salaries  of  the  Board  members,  secretary,  stewards,
16    directors   of   mutuels,   veterinarians,   representatives,
17    accountants,  clerks,  stenographers,  inspectors  and  other
18    employees  of  the  Board,  and  all  expenses  of  the Board
19    incident to the administration of this  Act,  including,  but
20    not  limited  to,  all  expenses and salaries incident to the
21    taking of saliva and urine samples  in  accordance  with  the
22    rules and regulations of the Board.
23        (c)  Beginning  on  January  1,  2000,  the  Board  shall
24    transfer  the  remainder  of  the funds generated pursuant to
25    Sections 26 and 27  from  the  Horse  Racing  Fund  into  the
26    General Revenue Fund.
27        (d)  Beginning  January 1, 2000, payments to all programs
28    in existence on the effective date of this amendatory Act  of
29    1999   that   are   identified   in  Sections  26(c),  26(f),
30    26(h)(11)(C), and 28, subsections (a), (b),  (c),  (d),  (e),
31    (f),  (g),  and  (h) of Section 30, and subsections (a), (b),

 1    (c), (d), (e), (f), (g), and (h) of Section 31 shall be  made
 2    from   the   General  Revenue  Fund  at  the  funding  levels
 3    determined by amounts paid under this Act  in  calendar  year
 4    1998.  Beginning on the effective date of this amendatory Act
 5    of the 92nd General Assembly, payments to the Lakeview Museum
 6    in  Peoria shall be made from the General Revenue Fund at the
 7    funding level determined by amounts paid to that museum under
 8    this Act in calendar year 1996.

10        Section 99.  Effective date.  This Act takes effect  upon
11    becoming law.
