Amend House Bill 1493, AS AMENDED, 3 with reference to page and line numbers of Senate Amendment 4 No. 1, on page 4, by inserting after line 29, the following: 5 "(605 ILCS 10/23.5 new) 6 Sec. 23.5 Management audit. 7 (a) The Audit General shall conduct a management audit of 8 the State's toll highway operations and management. 9 (b) The purpose of the audit shall be to determine 10 whether the Authority is managing or using its resources, 11 including toll and investment-generated revenue, personnel, 12 property, equipment, and space, in an economical and 13 efficient manner. The audit shall also determine the causes 14 of any inefficiencies or uneconomical practices, including 15 inadequacies in management information systems, internal and 16 administrative procedures, organizational structure, use of 17 resources, allocation of personnel, purchasing policies, and 18 equipment. In addition to these matters, the audit shall 19 specifically examine the process by which the Authority 20 collects, transports, and counts toll collections. 21 (c) The Audit General shall report his findings to the 22 Governor and the General Assembly no later than December 31, -2- SRS92HB1493AKcpam01 1 2002. 2 (d) The Authority shall pay the cost of the audit 3 conducted under this Section."; and 4 on page 4, by deleting lines 30 through 32; and 5 on page 5, by deleting lines 1 through 27.
