Amend House Bill 1691 by replacing 3 the title with the following: 4 "AN ACT in relation to human services."; and 5 by replacing everything after the enacting clause with the 6 following: 7 "Section 5. The Department of Human Services Act is 8 amended by adding Section 10-30 as follows: 9 (20 ILCS 1305/10-30 new) 10 Sec. 10-30. Community organizations providing services 11 to low-income persons; grants. 12 (a) Subject to appropriations, the Department shall 13 establish a grant program designed to assist not-for-profit 14 community organizations that provide services to low-income 15 individuals and families. The program shall make grants to 16 those organizations to enable them to make capital 17 improvements or purchase a building or buildings for the 18 purpose of providing office space for one or more of the 19 following community programs: 20 (1) Health care. 21 (2) Education. -2- LRB9204848DJgcam01 1 (3) Senior citizens services. 2 (4) Youth programs. 3 (5) Job training. 4 (6) Violence prevention. 5 (7) Day care services. 6 (b) A grant under this Section may not exceed $100,000. 7 To be eligible for a grant, an organization must provide 8 additional funding in an amount equal to 50% of the amount of 9 the grant. 10 (c) If an organization receives a grant under this 11 Section to purchase or make capital improvements to property, 12 and if the organization sells that property within 10 years 13 after receiving the grant, the organization must repay to the 14 State 75% of the amount of the grant. 15 (d) The Department shall adopt rules to implement this 16 Section, including rules specifying the manner and procedures 17 for applying for grants and the criteria for awarding grants. 18 Section 99. Effective date. This Act takes effect on 19 January 1, 2002.".
