92_HB1726 LRB9206240NTsb 1 AN ACT regarding higher education. 2 Be it enacted by the People of the State of Illinois, 3 represented in the General Assembly: 4 Section 5. The University of Illinois Act is amended by 5 changing Section 8 as follows: 6 (110 ILCS 305/8) (from Ch. 144, par. 29) 7 Sec. 8. Admissions. 8 (a) No student shall be admitted to instruction in any 9 of the departments of the University who shall not have 10 attained to the age of fifteen (15) years, and who shall not 11 previously undergo a satisfactory examination in each of the 12 branches ordinarily taught in the common schools of the 13 state. 14 (b) In addition, commencing in the fall of 1993, no new 15 student shall then or thereafter be admitted to instruction 16 in any of the departments or colleges of the University 17 unless such student also has satisfactorily completed: 18 (1) at least 15 units of high school coursework 19 from the following 5 categories: 20 (A) 4 years of English (emphasizing written 21 and oral communications and literature), of which up 22 to 2 years may be collegiate level instruction; 23 (B) 3 years of social studies (emphasizing 24 history and government); 25 (C) 3 years of mathematics (introductory 26 through advanced algebra, geometry, trigonometry, or 27 fundamentals of computer programming); 28 (D) 3 years of science (laboratory sciences); 29 and 30 (E) 2 years of electives in foreign language, 31 music, vocational education or art; -2- LRB9206240NTsb 1 (2) except that institutions may admit individual 2 applicants if the institution determines through 3 assessment or through evaluation based on learning 4 outcomes of the coursework taken, including vocational 5 education courses and courses taken in a charter school 6 established under Article 27A of the School Code, that 7 the applicant demonstrates knowledge and skills 8 substantially equivalent to the knowledge and skills 9 expected to be acquired in the high school courses 10 required for admission. The Board of Trustees of the 11 University of Illinois shall not discriminate in the 12 University's admissions process against an applicant for 13 admission because of the applicant's enrollment in a 14 charter school established under Article 27A of the 15 School Code. Institutions may also admit 1) applicants 16 who did not have an opportunity to complete the minimum 17 college preparatory curriculum in high school, and 2) 18 educationally disadvantaged applicants who are admitted 19 to the formal organized special assistance programs that 20 are tailored to the needs of such students, providing 21 that in either case, the institution incorporates in the 22 applicant's baccalaureate curriculum courses or other 23 academic activities that compensate for course 24 deficiencies; and 25 (3) except that up to 3 of the 15 units of 26 coursework required by paragraph (1) of this subsection 27 may be distributed by deducting no more than one unit 28 each from the categories of social studies, mathematics, 29 sciences and electives and completing those 3 units in 30 any of the 5 categories of coursework described in 31 paragraph (1). 32 (c) When allocating funds, local boards of education 33 shall recognize their obligation to their students to offer 34 the coursework required by subsection (b). -3- LRB9206240NTsb 1 (d) A student who has graduated from high school and has 2 scored within the University's accepted range on the ACT or 3 SAT shall not be required to take the high school level 4 General Educational Development (GED) Test as a prerequisite 5 to admission. 6 (e) If the University denies admission to an applicant 7 based on any academic deficiencies of the applicant, the 8 University must suggest to the applicant coursework that the 9 applicant should take to qualify for admission to the 10 University. 11 (Source: P.A. 91-374, eff. 7-30-99.) 12 Section 10. The Southern Illinois University Management 13 Act is amended by changing Section 8e as follows: 14 (110 ILCS 520/8e) (from Ch. 144, par. 658e) 15 Sec. 8e. The Chicago State University Law is amended 13 by changing Section 5-85 as follows: 14 (110 ILCS 660/5-85) 15 Sec. 5-85. Admission requirements. 16 (a) No new student shall be admitted to instruction in 17 any of the departments or colleges of the Chicago State 18 University unless such student also has satisfactorily 19 completed: 20 (1) at least 15 units of high school coursework 21 from the following 5 categories: 22 (A) 4 years of English (emphasizing written 23 and oral communications and literature), of which up 24 to 2 years may be collegiate level instruction; 25 (B) 3 years of social studies (emphasizing 26 history and government); 27 (C) 3 years of mathematics (introductory 28 through advanced algebra, geometry, trigonometry, or 29 fundamentals of computer programming); 30 (D) 3 years of science (laboratory sciences); 31 and 32 (E) 2 years of electives in foreign language, -6- LRB9206240NTsb 1 music, vocational education or art; 2 (2) except that Chicago State University may admit 3 individual applicants if it determines through assessment 4 or through evaluation based on learning outcomes of the 5 coursework taken, including vocational education courses 6 and courses taken in a charter school established under 7 Article 27A of the School Code, that the applicant 8 demonstrates knowledge and skills substantially 9 equivalent to the knowledge and skills expected to be 10 acquired in the high school courses required for 11 admission. The Board of Trustees of Chicago State 12 University shall not discriminate in the University's 13 admissions process against an applicant for admission 14 because of the applicant's enrollment in a charter school 15 established under Article 27A of the School Code. Admission requirements. 16 (a) No new student shall be admitted to instruction in 17 any of the departments or colleges of the Eastern Illinois 18 University unless such student also has satisfactorily 19 completed: 20 (1) at least 15 units of high school coursework 21 from the following 5 categories: 22 (A) 4 years of English (emphasizing written 23 and oral communications and literature), of which up 24 to 2 years may be collegiate level instruction; 25 (B) 3 years of social studies (emphasizing 26 history and government); 27 (C) 3 years of mathematics (introductory 28 through advanced algebra, geometry, trigonometry, or 29 fundamentals of computer programming); 30 (D) 3 years of science (laboratory sciences); 31 and 32 (E) 2 years of electives in foreign language, -8- LRB9206240NTsb 1 music, vocational education or art; 2 (2) except that Eastern Illinois University may 3 admit individual applicants if it determines through 4 assessment or through evaluation based on learning 5 outcomes of the coursework taken, including vocational 6 education courses and courses taken in a charter school 7 established under Article 27A of the School Code, that 8 the applicant demonstrates knowledge and skills 9 substantially equivalent to the knowledge and skills 10 expected to be acquired in the high school courses 11 required for admission. The Board of Trustees of Eastern 12 Illinois University shall not discriminate in the 13 University's admissions process against an applicant for 14 admission because of the applicant's enrollment in a 15 charter school established under Article 27A of the 16 School Code. Admission requirements. 16 (a) No new student shall be admitted to instruction in 17 any of the departments or colleges of the Northeastern 18 Illinois University unless such student also has 19 satisfactorily completed: 20 (1) at least 15 units of high school coursework 21 from the following 5 categories: 22 (A) 4 years of English (emphasizing written 23 and oral communications and literature), of which up 24 to 2 years may be collegiate level instruction; 25 (B) 3 years of social studies (emphasizing 26 history and government); 27 (C) 3 years of mathematics (introductory 28 through advanced algebra, geometry, trigonometry, or 29 fundamentals of computer programming); 30 (D) 3 years of science (laboratory sciences); 31 and 32 (E) 2 years of electives in foreign language, -14- LRB9206240NTsb 1 music, vocational education or art; 2 (2) except that Northeastern Illinois University 3 may admit individual applicants if it determines through 4 assessment or through evaluation based on learning 5 outcomes of the coursework taken, including vocational 6 education courses and courses taken in a charter school 7 established under Article 27A of the School Code, that 8 the applicant demonstrates knowledge and skills 9 substantially equivalent to the knowledge and skills 10 expected to be acquired in the high school courses 11 required for admission. The Board of Trustees of 12 Northeastern Illinois University shall not discriminate 13 in the University's admissions process against an 14 applicant for admission because of the applicant's 15 enrollment in a charter school established under Article 16 27A of the School Code. Admission requirements. 16 (a) No new student shall be admitted to instruction in 17 any of the departments or colleges of the Western Illinois 18 University unless such student also has satisfactorily 19 completed: 20 (1) at least 15 units of high school coursework 21 from the following 5 categories: 22 (A) 4 years of English (emphasizing written 23 and oral communications and literature), of which up 24 to 2 years may be collegiate level instruction; 25 (B) 3 years of social studies (emphasizing 26 history and government); 27 (C) 3 years of mathematics (introductory 28 through advanced algebra, geometry, trigonometry, or 29 fundamentals of computer programming); 30 (D) 3 years of science (laboratory sciences); 31 and 32 (E) 2 years of electives in foreign language, -18- LRB9206240NTsb 1 music, vocational education or art; 2 (2) except that Western Illinois University may 3 admit individual applicants if it determines through 4 assessment or through evaluation based on learning 5 outcomes of the coursework taken, including vocational 6 education courses and courses taken in a charter school 7 established under Article 27A of the School Code, that 8 the applicant demonstrates knowledge and skills 9 substantially equivalent to the knowledge and skills 10 expected to be acquired in the high school courses 11 required for admission. Western Illinois University may also admit 17 (i) applicants who did not have an opportunity to 18 complete the minimum college preparatory curriculum in 19 high school, and (ii) educationally disadvantaged 20 applicants who are admitted to the formal organized 21 special assistance programs that are tailored to the 22 needs of such students, providing that in either case, 23 the institution incorporates in the applicant's 24 baccalaureate curriculum courses or other academic 25 activities that compensate for course deficiencies; and 26 (3) except that up to 3 of 15 units of coursework 27 required by paragraph (1) of this subsection may be 28 distributed by deducting no more than one unit each from 29 the categories of social studies, mathematics, sciences 30 and electives and completing those 3 units in any of the 31 5 categories of coursework described in paragraph (1). 32 (b) When allocating funds, local boards of education 33 shall recognize their obligation to their students to offer 34 the coursework required by subsection (a). -19- LRB9206240NTsb 1 (c) A student who has graduated from high school and has 2 scored within the University's accepted range on the ACT or 3 SAT shall not be required to take the high school level 4 General Educational Development (GED) Test as a prerequisite 5 to admission. 6 (d) If the University denies admission to an applicant 7 based on any academic deficiencies of the applicant, the 8 University must suggest to the applicant coursework that the 9 applicant should take to qualify for admission to the 10 University. 11 (Source: P.A. 91-374, eff. 7-30-99.)
