92_HB1945eng HB1945 Engrossed LRB9206952RCmg 1 AN ACT in relation to firearms. 2 Be it enacted by the People of the State of Illinois, 3 represented in the General Assembly: 4 Section 5. The Firearm Owners Identification Card Act is 5 amended by adding Section 3.5 as follows: 6 (430 ILCS 65/3.5 new) 7 Sec. 3.5. Private transfers of firearms by persons 8 attending gun shows. 9 (a) Any person who is not a federally licensed firearm 10 dealer who desires to transfer a firearm while that person is 11 on the grounds of a gun show must do so only through a 12 federally licensed firearm dealer. The dealer must follow 13 the procedure set forth in Section 3.1 of this Act as if the 14 dealer were the seller of the firearm. 15 (b) In this Act: 16 "Gun show" means an event or function sponsored by a 17 national, state, or local organization devoted to the 18 collection, competitive use, or other sporting use of 19 firearms, or an event or an organization or association that 20 sponsors functions or events devoted to the collection, 21 competitive use, or other sporting use of firearms in the 22 community. 23 "Grounds of a gun show" means the geographical area in 24 which the gun show is located, including any areas used for 25 parking for the gun show.
