92_HB2010 LRB9206281LBmb 1 AN ACT creating the Green Illinois Procurement Act. 2 Be it enacted by the People of the State of Illinois, 3 represented in the General Assembly: 4 Section 1. Short title. This Act may be cited as the 5 Green Illinois Procurement Act. 6 Section 5. Green Illinois Government Coordinating 7 Council. In order to comply with the federal standards for 8 air quality in non-attainment areas of this State, the 9 Governor shall designate an interagency council, which shall 10 be the Green Illinois Government Coordinating Council created 11 by Executive Order Number 6 of 2000, that shall be 12 responsible for developing a Green Illinois Procurement Plan 13 for the State. The Plan shall include, but not be limited 14 to, the following: 15 (1) standards for the use of architectural and 16 industrial coatings in all State or State-funded 17 buildings and equipment with lower levels of volatile 18 organic compounds than the maximum volatile organic 19 compound levels currently required by the United States 20 Environmental Protection Agency; 21 (2) standards for the purchase of other products 22 with low levels of volatile organic compounds, including 23 floor polishes, floor waxes, furniture maintenance 24 products, general purpose cleaners, glass cleaners, 25 automotive windshield wiper fluid, bathroom and tile 26 cleaners, engine degreasers, and other similar products; 27 (3) standards for the purchase or lease of office 28 equipment, office products, and office supplies bearing 29 the Energy Star label; and 30 (4) lighting design and improvements in all State 31 buildings to adhere to Energy Star building principles. -2- LRB9206281LBmb 1 Section 10. Implementation; public hearings; standards. 2 In developing the Green Illinois Procurement Plan, the Green 3 Illinois Government Coordinating Council shall develop a 4 5-year timetable for implementation of the Plan, shall hold 5 public hearings on issues contained in the Plan, and shall 6 consider standards for clean air procurement policies 7 promulgated in other states. 8 Section 15. Reporting. The Green Illinois Government 9 Coordinating Council shall develop procedures for reporting 10 to the Illinois Environmental Agency the annual volatile 11 organic compound emission reductions in non-attainment areas 12 resulting from the implementation of the Green Illinois 13 Procurement Plan for purposes of compliance with federal air 14 quality requirements. 15 Section 99. Effective date. This Act takes effect upon 16 becoming law.
