 1        AN ACT in relation to human rights.

 2        Be it enacted by the People of  the  State  of  Illinois,
 3    represented in the General Assembly:

 4        Section  5.   The  White  Cane Law is amended by changing
 5    Section 3 as follows:

 6        (775 ILCS 30/3) (from Ch. 23, par. 3363)
 7        Sec. 3.  Individuals' rights.   The blind,  the  visually
 8    handicapped,   the   hearing   impaired   and  the  otherwise
 9    physically disabled have the same right as the able-bodied to
10    the full and free use of the  streets,  highways,  sidewalks,
11    walkways,  public  buildings,  public  facilities  and  other
12    public places.
13        The blind, the visually handicapped, the hearing impaired
14    and  the  otherwise  physically disabled are entitled to full
15    and  equal   accommodations,   advantages,   facilities   and
16    privileges of all common carriers, airplanes, motor vehicles,
17    railroad trains, motor buses, street cars, boats or any other
18    public   conveyances  or  modes  of  transportation,  hotels,
19    lodging places, places of public accommodation, amusement  or
20    resort  and  other  places  to  which  the  general public is
21    invited, subject  only  to  the  conditions  and  limitations
22    established by law and applicable alike to all persons.
23        Every  totally  or  partially  blind, hearing impaired or
24    otherwise physically disabled person shall have the right  to
25    be  accompanied  by  a  support  dog or guide dog, especially
26    trained for the purpose, in any of the places listed in  this
27    Section without being required to pay an extra charge for the
28    guide,  support  or  hearing  dog;  provided that he shall be
29    liable for any damage done to the premises or  facilities  by
30    such dog.
