92_HB2588eng HB2588 Engrossed LRB9202310LBmg 1 AN ACT in relation to the regulation of professions. 2 Be it enacted by the People of the State of Illinois, 3 represented in the General Assembly: 4 Section 5. The School Code is amended by changing 5 Section 21-25 as follows: 6 (105 ILCS 5/21-25) (from Ch. 122, par. 21-25) 7 Sec. 21-25. School service personnel certificate. 8 (a) Subject to the provisions of Section 21-1a, a school 9 service personnel certificate shall be issued to those 10 applicants of good character, good health, a citizen of the 11 United States and at least 19 years of age who have a 12 Bachelor's degree with not fewer than 120 semester hours from 13 a regionally accredited institution of higher learning and 14 who meets the requirements established by the State 15 Superintendent of Education in consultation with the State 16 Teacher Certification Board. A school service personnel 17 certificate with a school nurse endorsement may be issued to 18 a person who holds a bachelor of science degree from an 19 institution of higher learning accredited by the North 20 Central Association or other comparable regional accrediting 21 association. Persons seeking any other endorsement on the 22 school service personnel certificate shall be recommended for 23 the endorsement by a recognized teacher education institution 24 as having completed a program of preparation approved by the 25 State Superintendent of Education in consultation with the 26 State Teacher Certification Board. 27 (b) Until August 30, 2002, a school service personnel 28 certificate endorsed for school social work may be issued to 29 a student who has completed a school social work program that 30 has not been approved by the State Superintendent of 31 Education, provided that each of the following conditions is HB2588 Engrossed -2- LRB9202310LBmg 1 met: 2 (1) The program was offered by a recognized, public 3 teacher education institution that first enrolled 4 students in its master's degree program in social work in 5 1998; 6 (2) The student applying for the school service 7 personnel certificate was enrolled in the institution's 8 master's degree program in social work on or after May 9 11, 1998; 10 (3) The State Superintendent verifies that the 11 student has completed coursework that is substantially 12 similar to that required in approved school social work 13 programs, including (i) not fewer than 600 clock hours of 14 a supervised internship in a school setting or (ii) if 15 the student has completed part of a supervised internship 16 in a school setting prior to the effective date of this 17 amendatory Act of the 92nd General Assembly and receives 18 the prior approval of the State Superintendent, not fewer 19 than 300 additional clock hours of supervised work in a 20 public school setting under the supervision of a 21 certified school social worker who certifies that the 22 supervised work was completed in a satisfactory manner; 23 and 24 (4) The student has passed a test of basic skills 25 and the test of subject matter knowledge required by 26 Section 21-1a. 27 This subsection (b) does not apply after August 29, 2002. 28 (c) A school service personnelSuchcertificate shall be 29 endorsed with the area of Service as determined by the State 30 Superintendent of Education in consultation with the State 31 Teacher Certification Board. 32 The holder of such certificate shall be entitled to all 33 of the rights and privileges granted holders of a valid 34 teaching certificate, including teacher benefits, HB2588 Engrossed -3- LRB9202310LBmg 1 compensation and working conditions. 2 When the holder of such certificate has earned a master's 3 degree, including 8 semester hours of graduate professional 4 education from a recognized institution of higher learning, 5 and has at least 2 years of successful school experience 6 while holding such certificate, the certificate may be 7 endorsed for supervision. 8 (Source: P.A. 91-102, eff. 7-12-99.) 9 Section 10. The Clinical Social Work and Social Work 10 Practice Act is amended by adding Section 9.5 as follows: 11 (225 ILCS 20/9.5 new) 12 Sec. 9.5. Governors State University graduate; 13 qualifications for licensure. 14 (a) A person shall be qualified to be licensed as a 15 clinical social worker and the Department shall issue a 16 license authorizing the independent practice of clinical 17 social work to an applicant provided: 18 (1) the applicant has applied in writing on the 19 prescribed form; 20 (2) the applicant is of good moral character. In 21 determining good moral character, the Department may take 22 into consideration whether the applicant was engaged in 23 conduct or actions that would constitute grounds for 24 discipline under this Act; 25 (3) the applicant demonstrates to the satisfaction 26 of the Department that subsequent to securing a master's 27 degree in social work from Governors State University in 28 June 2001 the applicant has successfully completed at 29 least 3,000 hours of satisfactory, supervised clinical 30 professional experience; 31 (4) the applicant has passed the examination for 32 the practice of clinical social work as authorized by the HB2588 Engrossed -4- LRB9202310LBmg 1 Department; 2 (5) Governors State University has become an 3 accredited institution by an accrediting body approved by 4 the Department and the applicant has successfully 5 completed necessary supplemental coursework, which has 6 been identified as a part of that accrediting process, 7 or, after December 31, 2003, the Illinois Social Work 8 Examining and Disciplinary Board determines an 9 applicant's coursework to be satisfactorily completed at 10 an accredited institution; and 11 (6) the applicant has paid the required fees. 12 (b) A person shall be qualified to be licensed as a 13 social worker and the Department shall issue a license 14 authorizing the practice of social work provided: 15 (1) the applicant has applied in writing on the 16 prescribed form; 17 (2) the applicant is of good moral character. In 18 determining good moral character, the Department may take 19 into consideration whether the applicant was engaged in 20 conduct or actions that would constitute grounds for 21 discipline under this Act; 22 (3) the applicant has a graduate degree in social 23 work from Governors State University; 24 (4) the applicant has passed the examination for 25 the practice of social work as a licensed social worker 26 as authorized by the Department; 27 (5) Governors State University has become an 28 accredited institution by an accrediting body approved by 29 the Department and the applicant has successfully 30 completed necessary supplemental coursework, which has 31 been identified as a part of that accrediting process, 32 or, after December 31, 2003, the Illinois Social Work 33 Examining and Disciplinary Board determines an 34 applicant's coursework to be satisfactorily completed at HB2588 Engrossed -5- LRB9202310LBmg 1 an accredited institution; and 2 (6) the applicant has paid the required fees. 3 (c) A person shall be qualified to be licensed as a 4 temporary social worker and the Department shall issue a 5 temporary license authorizing the practice of social work 6 provided: 7 (1) the applicant has applied in writing on the 8 prescribed form; 9 (2) the applicant is of good moral character. In 10 determining good moral character, the Department may take 11 into consideration whether the applicant was engaged in 12 conduct or actions that would constitute grounds for 13 discipline under this Act; 14 (3) the applicant has a graduate degree in social 15 work from Governors State University; 16 (4) the applicant has passed the examination for 17 the practice of social work as a licensed social worker 18 as authorized by the Department; and 19 (5) the applicant has paid the required fees. 20 For the purpose of this subsection a temporary license 21 shall: 22 (1) carry the same stature and privileges of a 23 licensed social worker; 24 (2) expire on December 31, 2004. 25 (d) This Section is repealed January 1, 2005.
